One of my yoga buddies is experiencing a tingling and numbness in her upper arms in down dog. It goes away as soon as she moves on to the next asana. She is an experienced yogi who is very loose/flexable. Does anyone have an idea what is up?

The arms are innervated through the cervical spine (read: neck).
If there's tingling in the extremities then the possibility for impingement of the given nerve is possible. The duration and nature of said impingement can not be fully determined from your sharing.

If the student is holding tension in the neck in this pose then that is one possible culprit. To release the neck engage the serratus anterior as that is the recoprocol inhibitor.

It is also possible the practitioner does not have proper action in the arms - many experienced students are poorly instructed with the arms in Adho Mukha. The humerusdrawns in to the shoulder joint, then as one unit the scapulae (shoulder BLADES) move away from each other such that their medial borders move toward the side body and away from the spine - with the humerus engaged and the shoulder in-socket.
